It was in 1996 when Lord Foster’s support for the concept of PCP began, as Member of Parliament for Bishop Auckland, Derek was a keen advocate and champion for the cause of supporting independence for people disadvantaged through ill health or disability. Despite early set-backs with funding and other challenges Derek’s tenacious passion and enthusiasm for the Pioneering Care Centre to be built helped to ensure that the dream of local people became a reality.
After many years of negotiation, proposals were approved and in 1998 Derek proudly cut the turf on-site; the Pioneering Care Partnership (PCP) was born and the rest, as they say, is history.
After a short term as PCP Chairperson Derek stepped down, so he could focus on his Parliamentary duties, but he was delighted to remain involved as PCP’s Patron. Attending each AGM Derek spoke with pride and passion about the work PCP does. Having watched the fledgling organisation grow into a highly respected North East Charity Derek was very well placed to comment on the journey and progress and always encapsulated the spirit of the previous year in a manner that captivated the audience.

As PCP reflects and remembers Lord Foster we do so with great fondness. To give over 20 years unwavering commitment is remarkable and means that he leaves us with the privilege of many memories to treasure. From trying to operate a JCB to cut the tuft, to celebrating PCP achieving the Queen’s Award or chatting to trustees, staff and volunteers Derek always had a smile and a good story!
We will fondly remember Derek, a true gentleman who was generous with his time, thoughtful with his words and kind hearted, always working for the good of others. It was an absolute privilege to work with him as our Patron. Our thoughts are with his wife, Anne, and his family at this sad time.”
