An emergency 999 lady operator took a call from a man who was extremely distressed. The operator passed the information to the local fire fighters. In this incident information was limited to an address, a fire and the possibility that someone was trapped upstairs, and then the line went dead. The fire fighters  arrived at the block within minutes and found a man perched on the roof of a 32 storey block with smoke coming from three windows on different floors.
